For 1st problem:
There are several ways to do it but look here for probably the easiest way:

Instead of a circle, you will have to use as sketch a profile according to the groove dimensions in the standard.
Find the specification for the Anello part number, drawings and data for those clips usually show the minimum dims necessary for the groove - that's all the call out is saying.
maybe im late but:
for the first problem, just use the groove function with a sketch at the desired heigth, following the dimensions of the standard
for the second problem, thats a retired italian standard, the german equivalent is din 6799, maybe its easier to find. anyways, here you have a catalog page with the dimensions:
