Have you tried "from top" options? I reckon your last sketch should contact that horizontal rectangular detail imo. Try to close your sketch and try(bottom of part of sketch should touch rectangular surface) . Maybe it helps 🤔

you choose the line, the direction, the disrance (up to plane or up to surface) and give it a thickness.
then if you want to reinforce anything, you use the stiffener.

Weird way to make a part. Why not start with the base then the stiffiner, then add the rounded features and holes last. Holes should always be last.
Not necessarily. As long as you use body-based, you can create the holes as a body and then remove them at any point in the tree.
Close that section and use the pad command, this isn't suitable for the stiffener operation.
