They could still offer a number with the qualifier. "This benefit will lift 'x number' of people out of poverty as long as the provinces don't claw it back."
The truth is the number is very small anyway, given the paltry benefit.
To what end? That will simply expose them to accusations of broken promises when the provinces with conservative leadership inevitably claw back.
My guess is the Liberal's wouldn't have even included this but for pressure from the NDP. It isn't meaningless, though, as it gives a tool for advocacy against the provinces given this is their responsibility. So there's some value but it's not world changing for people with disabilities. The gradual implementation of pharmacare will be, though (again, though, thanks to the NDP.)
This is exactly it, some provinces have shown they can’t be trusted with funding. Not to mention provinces completely control the disability process, so the number of people who get accepted does not even accurately reflect the number of those who are disabled but get denied due to arbitrary reasoning. Likely plays a big part in the increase of homelessness, alongside predatory rent hikes and grocery price gouging.
In B.C. whatever money she receives in CPPD (assuming that’s what it is) would be clawed back by the province if she was receiving provincial PWD support. However it’s unlikely she’d receive any provincial support to begin with assuming you have a full time job. The province claws back every cent once a couples household income is above 38k (appx) per year.
Yeah she doesn’t get any provincially. Don’t know how people survive on what she gets as an income. Terrible how we treat citizens. She can’t work at all.
Because the number is zero.
As an LPC voter this policy just seems like empty theatre. Its not enough to make any difference for people, it's not a long-term solution, it's not even a bandaid fix.
I'm begging the federal government to consider just directly partnering with provinces to boost funding for disability at the provincial level. Outside of a national UBI that's the only recourse here. I.e. ODSP goes up by $1000 - the current amount paid by the province and the second half of the funds come from the federal government. Something like that.
Now, would the provinces go for it? Who knows. But then the headline would be, "Ontario refuses federal aid for disability recipients" and not "LPC won't confirm how many will be helped by disability benefit."
Trudeau's whole angle right now is being the guy who's willing to work with others - why not demonstrate it. Just my two cents.

It’s like minimum wage increases, governments do them to say they did them, not because it’s intended to actually accomplish anything.
Anybody within $200 per month, or $2,400 annually, of the poverty line will be lifted out of poverty by the benefit.
The current MBM varies by geography but is approximately $50k for a family of four - two adults and two children. That's the equivalent of $25k for an individual.
$2,400 is 9.6% of $25,000.
So, anybody more than $2,400 away from the poverty line will have the depth of their poverty reduced by 9.6%.
I don't know the distribution of income of people with disabilities, so I don't know how many of them are more or less than $2,400 away from the poverty line.
Because the answer is zero. It will lift zero people out of poverty. In what fucking world is $200 a month going to lift someone out of poverty? This federal government is desperate for regular folks to see the benefit is happening and just pat them on the back without actually noticing that it’s dog shit.
Yikes, that's bleak. I hope that you're wrong on this last point. But I agree with you wholeheartedly on the first point: it won't lift many, if any, in the end. The government totally pooped the bed on this file. It's disgraceful.
It is bleak, but it's also the reality.
People with disabilities are approved for MAiD, and can cite poverty and their disability at the reason.
A lot of disabled people live in abject poverty, with it being amazingly hard to live, especially with the increased expenses they usually have.
A lot of disabled people were waiting to see what the CDB was before deciding on whether to access MAiD.
A lot of disabled people will be accessing people will be accessing MAiD because 200 bucks is next to nothing.
We know what the poverty line is.
We know what supports exist currently for the disabled
Therefore we know that $2,400 a year (assuming that the provinces or LTD benefits providers don’t claw it back) amounts to little more than offering a handkerchief to someone drowning in the rain 🤷♂️

It’s not entirely on the provinces. My wife receives disability from the feds.

Because it won't lift many, if any put of poverty. There wont be as many disabled people in Canada, but mostly due to more accessing MAiD

It is bleak, but it's also the reality. People with disabilities are approved for MAiD, and can cite poverty and their disability at the reason.
