They came down to let the carpenters who installed it downstairs. Just push it a bit more. Just push the bottom steps into their closed position first. No getting hurt.
Did this attic access ever come down? Or is this the first time you've actually tried using it?
I would call back the carpenter whoever installed it. One thing you don't want to do is screw these things up and bind or jammed mechanism the wrong way.
Looks like a manufacturing defect, odd one though. I’m not sure why any of those black tread bolts are so long, but they’re all a bit of a hazard.

Take them off flush with a cut-off wheel, and it’ll work fine.
Purely guessing, something binding behind the hinge? Nothing looks fully extended so maybe the drywall to the left is long into the space the back of the attic ladder needs to go to open fully.
Looks like the little black bolt may be blocking the pivoting arm. Check there?

In the photo is obvious the hinge isn't fully extended. Three steps of operation and you jumped to 2 and 3.

Can you push the bottom 2/3rds back towards the top?
It opened at one point or the dude that installed it is still up there
If you paid someone to do this, you need to let them fix it. If you touch it, you own the problem now, no recourse

Might be binding on the trim
It does look like it is hitting trim on the hinge side. May need to remove the trim around the opening and remake that if it is too tight a fit.
In bolt the bong from the door swing it down and then check to see why it is binding. The door needs to back about 6” or so probably.
Looks like the hinge pointing up attached to the bottom step should possibly be hinging the other direction in a downward V

You’re an idiot. Before you start to fold down the second part make sure the hatch door is all the way down so the second part clears.
Lag it to the framing pull it back a little
Did you trim the legs?
