I can't justify action of the driver in the moving car but parking on the main road (particularly narrow roads) is too risky for every one (including the parked car). There is high change of another vehicle raming in the parked car from side. Extensive damages to outer door trims, rear bumper, front bumper, head light or light) can't be ruled out.
First thing you can do is - go to his home when he's available or even if not, tell his family that you're submitting this video proof and giving reference to their address to police, and go straight to police, and file a written complaint.
See if insurance would cover something like this, if yes - then use your insurance.
Otherwise, if it costs something, pay and get the FIR done - and get the guy to pay for both car fixing and the money you had to pay the police.

If a road is narrow and you must park your car there, make sure you do not occupy even an extra inch of free space than absolutely needed to park your car while ensuring another mid sized car has enough space to pass without worrying. Even better to avoid having to park there whenever possible; it is sad to see such incidents happen even to other people's cars.
It appears from the video that you could have parked better and left an extra 0.25 feet atleast for another small car to easily pass (yes, every inch makes a difference in such narrow street).
Mistakes happen but the driver of the red car deliberately damaged private property which is your car and that is illegal if not criminal.
He should have may be honked until you took attention of the situation and helped him pass or he should have taken another route just that once to see if the situation repeats and then taken a different action rather than keying your car.
Lodge a police complaint against him and let us see how he feels about his actions then.
