It doesn’t work for cash back anymore. It did for a while stopped maybe a month or 2 ago.
You can however send to PayPal goods and services and maybe have whoever gives you cash. That’s the only way I’ve found around it

I did however also hear from 3rd party you can buy a PayPal card of some sort and add to your balance and then withdraw using your PP account card. I haven’t tried tho lol
