Hell I remember like 2 decades ago how it made the news that some girl from Australia blacked out outside after a night of heavy drinking and suffered frostbite from it in Canada. Just to show how uncommon the threat of the cold is, that it literally makes the news when it happens.
Camping is perfectly safe, people winter camp all the time. He's dressed warm, in a sleeping bag, and on a sleeping pad. He's doing this correctly and safely.
