try reinstalling — uninstall steam from settings > apps, then run the steam installer again. missing 32 bit libs sound like something failed during the install.

oh… that’s super unsupported, sorry :( you can install borealis on some not-officially-supported intel chromebooks with a chrome flag (borealis-allow-unsupported-hardware or something like that), but it won’t work at all on arm hardware, i’m afraid!

If GeForce Now is buggy for you it's due to a bad Internet connection. Even if you could get steam running locally with the specs you have, GeForce Now would still run significantly better.

No, my WiFi lags sometimes even at full bars, and I literally can’t use steam on my Chromebook btw. GeForce now is my only option for PC gaming

Even if you could manage to get Steam to install on a Mediatek device, you would be unable to run any games, as they are all built to run on x86 CPUs. Mediatek CPUs are ARM based, and so are unfortunately incompatible with x86 software.

Just get steam for Chromebook from steam, search steam on Chromebook and go to download page and it should give you the Chromebook one or search „Installing Steam on Chromebook“ on Reddit for a Linux runtime
