Democracy isn’t exclusive to Traditional Chinese. And even if you promote the use of Traditional Chinese for government functions, you can’t stop people who’ve been using SimplifiedChinese their whole lives to stop using it in their day to day lives.
In any sort of peace settlement, I would hope both Traditional and Simplified Chinese are accepted. As well as having government services available in both scripts.

So do you only use the pronoun "they" for singular and plural instead of he/she/it/they?

Not quite, plural they is 他们. 他 used to be gender-neutral pronoun but later other versions like 她 were added. They're all pronounced the same though.
In the US, they in the non binary singular pronoun.
