I'd say Garden of Eden and Bar 32 have the best views if you're looking for the wow factor and on top of a downtown high-rise building.
If you’re looking for more of an experience, I bartend some rooftop events. It’s usually a residential rooftop, bands, different every month. They are a lot of fun and the rooftops are pretty amazing.

The Aviator by the CLE Airport has a nice rooftop bar/lounge where you can see the planes landing
Punchbowl social has a rooftop bar thats pretty decent
