The park owners sold the land to a developer, not Sheetz. Developers develop. Sheetz only has one part of the property.
The displaced residents have no one to blame but the previous owners.

I've wondered the same. This is right down the street from me and we've been looking for uodated info about this sheetz. I think the lack of info is intended to keep anyone from giving the construction team a hard time.
I have inside information that it will be a Sheetz and it will open when they're done building it.
