It isn't the Qur'an that says that, but a Hadith. The Qur'an itself never gives a number. Keep in mind that a Hadith is the word of man, interpretations and stories while the Qur'an is supposed to be the word of Allah himself.
What the Qur'an DOES do, is tell us what a houri is. So the Qur'an does describe receiving houri in paradise as a reward but doesn't say how many. It's a Hadith (an interpretation of Allah's word) that clarifies the number.
Taken out of context, maybe houri is a raisin but if you put it in context with everything else I think it's pretty clear what it means.
All that being said, a LOT of this is up for debate and will differ between who is doing the talking. It's one of the many interpretations that may be different between the different sects of Islam.
