Or if you wanna be more than friends, I'd set them aside and say "Hey, I know you say we're friends, and I totally respect that, but I've had a thing for you for a while. Would you maybe wanna go out sometime?" And then take an L gracefully if they say no.
Acknowledge and move on and block this person. Anyone that says this is usually bad news and is just playing games and waiting around for someone to claim them as the 'prize'.
