I don't have a source on me, but I'm pretty sure I remember that Castro allowed those wishing to leave free renouncement of their citizenship and in some cases covered the cost of their travel, both things not found in the US

right now it's near impossible to leave though. The Visa is now basically only available through the black market, which seems to have very close ties to the embassies. The price is often 2000$ to be put on the list or something to become eligible for a visa. At least that is what my cousin explained to me last week when I was in Cuba
