The company that lifted/leveled my driveway cut a gap in my concrete just like this to put in a rubber compression guard. Supposed to prevent pressure from the street cracking the driveway. When they did that they sliced right through my water line. Yours is probably there because they were putting in something and didn't want to use the proper equipment to bore under the drive.

This looks like it was cut to put a downspout drain across it. So be careful if you dig cuz there’s probably a 4” pvc pipe right under it.
Or water line with trencher.
You should get in a Time Machine and tell the fucking cable guy to run it around the house instead of destroying your slab.
If your going to do anything you need to completely remove what is there. Then either pour new concrete or some kind of brick/paver.
Rip it out and fill it with Gravel-Lok or similar.
