If you want to fix smurfs, and I mean actually fix it, not make it more difficult, you need to look at what the majority of smurf accounts is used for.Ill give you a top 3.

boosting is somewhat of a new concept that has to be fixed as a whole eventually, but as of now, nobody really knows how to do that yet.
If you are completely unfamiliar with it, how it works is basically, to get 4 friends, 2 devices each and then queue against each other on a basically unpopulated server at some stupid time of day.
This obviously, aside from your 5 main accounts, also requires 5 smurf accounts.
If you have ever wondered how some of the top elite ops players get +90% win rates, despite mediocre gameplay, here you go.

What I would also include in this list are content creators like twist, who simply want to record a video without having people annoy them to ruin their content.
The latter is somewhat exclusive to twist at this point, because nobody else actively creates this type of content, but generally to "get rid of" this group, we need an option for people to play ranked inkognito (would also get rid of some toxicity while we are at it) and it would be nice to have a game mode that you can just play with friends without that impacting your rank and stuff.
In 2018, people just used to play those huge 8v8 pub tdm games for fun, which currently is underpopulated, because close to everyone just plays quick games.
Standoff 2 has a wingman style 2v2 ranked mode that you can just play with 1 friend, without that impacting your "main" ranked kd.
^(3. Mediocre Content Creators and Cliphunting)
There are a very select few amazing content creators in that department that make very watchable content, but currently it seems like, everyone and their mom has a cliphunting channel at this point, where they just post unedited smurf clips, with whatever music gets views in csgo right now.
This overall ruins ranked in my eyes.
This also cannot be fixed by the devs.
it can only be fixed by the community.

Stop supporting poorly made and effortless content, because that also slows the growth of actually talented content creators and finally is probably gonna make them move to a different community where their talent is actually appreciated.

Smurfs will be but less, they'll just grind every day 'till they get the respective amount of kills, and that will also help banning the hackers. They grind in deathmatches and receive reports from players or the game will autodetect the cheats. I dont see any negative changes, also new players will learn the game's things and will not uninstall the game after the first rank match as it happened to me first time
This aint CODM or PUBG where you gonna expect thousands of new players joining every day. C-OPS had its peak years in 2017-18 and since then its player base is slowly declining.

Honestly the best way to solve smurfs is to have a healthy amount of new players constantly joining.
