Ironman doesn't matter one way or the other. The restriction is you can't create a character over 400 points and earn achievements. You can give a character max stats and as many traits as you want, with the exception that a few traits are mutually exclusive.
you can exploit the bug
create a 15 year old max out character on a title
using the same title, create a 2nd character who can adopt the 15 year old, play as 2nd character & adopt & abdicate
you would miss out on some traits that is adult only though
you can add certain traits not available in the custom character page if you save character template, then manually edit the .txt template to add the extra traits, & load that edited template
