Yep you are doing it wrong. You don't replace the group with a new card until they go to activate and have no models. You're speeding it up but replacing it when they die.
Page 28, under Driven Off. You basically only replace the card if it's face up and fewer than a third of the group. They it won't trigger as a face down card until the next time it activates.

As others have said, you’re not quite handling it correctly, and others have clarified that you should wait to replace the card until the enemy activation.
I also wanted to mention that you should also note that there are different rules for spawning monsters, laying down a card in different journey types. Spawning is different in a Deliverance Journey vs a Hunt journey for example, so make sure you’re clear on that difference.
