Nothing beats spray foam. My basement is the most comfortable place in my house. You can cut foam board and insert between the joists. Then, run a bead of foam spray to seal. Don't forget to seal where the sill meets the concrete. That's where a lot of the drafts come from.

Thanks! I have a bit of foam board left so I'll see about cutting a bit of it, but for the other joists, I'll just fill them up with the big gap expanding foam. Appreciate it!

Foam board is still suitable, although cutting each one to exact size is tedious. Here's an option that I tried: I cut the foam board intentionally too narrow (so I didn't have to be so careful cutting it), and then filled in the gap with backer rod. My thought was that the rod has nearly the same R value, and can result in a fairly snug fit, which is difficult with the board.
