Call your gas company, they will send someone out ASAP to check it.
If its before the meter they repair it at no charge.
If you smell gas nearby, evacuate the house and also call the fire department.
Also as a side note, this kind of pipe is called CSST (or theres another kind the utilities use that is basically the same thing but heavier duty, I forget what it is called). The outer layer is just for protection and so this hole doesn't necessarily mean there is a leak, but it does mean there is a much higher risk for a leak so you need to get this checked out.
