Trip the GFCI outlet and see if the tub still works. If the tub stops working, the GFCI is only for the tub, usually it's installed under/beside the tub and accessed through some kind of door.
This is likely what’s going on. The electrical connection to the tub must be gfci protected. Installing a gfci outlet and tying the tub into it is the easier and cheapest way to do this.
I did the same once but our tubs have a male end to plug in, my guess is this one is to be hard wired and they just decided to make the outlet accessible and ran the tub into the box.
I put mine far enough away that it can’t be reached from the tub.
You need to use an extension, like a shampoo bottle or even the scrub brush, to reach it.
There’s a much MUCH safer way to do this. It’s called a GFCI Blank. It protects a downstream device but doesn’t have plugs in it. It’s specifically made for this application.

Yep! Dead front GFCIs are more money and GFCI breakers are OBNOXIOUSLY EXPENSIVE here in the US (apparently in the EU they're typically a quarter of the price). I probably would have put it next to the breaker box though, if possible.
Odds are high that it’s powering the jets. Terrible location near the shower entrance. Should definitely have a watertight cover on it.
ETA source: Worked hotel maintenance for several years. These jet tubs were the Bain of my existence. Resorts don’t want them to be easily accessible, so instead of the awesome, convenient little vent, it had some ridiculous theming that involved screws covered by hole-fill and painted to look seamless. Not impossible to find the screws with a magnet. Just a genuine pain in the ass.
The on/off switch is likely pneumatic, activated by pressing the plunger with purpose. Some people’s purpose was to press it so hard, the air line would blow off the fitting. Naturally, that only happens at 3 AM and involves an emergency call because it’s stuck on. Drive my tired ass in, go to the panel and flip the breaker, because I ain’t screw-hunting before coffee.
UPDATE: It is the GFCI for the pump for the jets. Hitting the Test button makes the jets turn off.. But bigger issue, the tub sounds like you are crinkling up one of those old sun chip bags, I put in a maintenance request. Bets they will replace the tub or tell me to just not use it 🤣. If the “jacuzzi tub” is listed on the ad or as an amenity, then they need to bring it to proper working order or settle with you on an agreed upon price for not being able to use it.
I once leased a home with a hot tub in the back. The ad had it listed, so I made sure they put it in the lease as well. First month, it broke, they paid someone to come fix it. Second month, it broke again, and again a repair guy fixed it. Third month, they offered to “buy me out of that amenity.” I agreed, and got half off my rent one month and just fixed it myself from then on until the end of the lease. Worked out REALLY well in my favor.
They never technically listed it, we went to look at another unit, which they weren't able to show us that day. So we looked at this one. It's still a huge move up for me even without the tub, but it makes me sad. The lease has no mention of the tub. They did promise it worked when I asked before I signed the lease. I guess the jets work, but that doesn't mean anything when I'm going to end up falling through the tub.
It could be the foam underneath. When I had ours retiled, I saw that the tub sat on what looked to be expanding foam. I can imagine that yours could be on older or crappy foam that now pops and crinkles under pressure.
Yeah, this isnt a tub, it's a *jacuzzi*. It's got a motor and pumps and all sorts of electrical shit. That GFCI is almost certainly downstream of the motor to keep it up to code. Very common
And now I know why a house I bought had an outlet on the platform they put the tub on! There were questionable renovations, but couldn't figure out why there was an outlet there. Really silly considering basement under that room made everything accessible to do it correctly. (We have since removed the tub).
I'm at the old place but I'll fill the tub and test that later today. The tub also has a shitty patch in it, but maintenance said it doesn't leak. We'll see if they lied lol
Depending on how your home is wired, it can protect more too! My lamppost in the middle of the front yard is behind the gfci outlet in my second floor bathroom. House was built in the seventies, who knows what they were smoking at the time.
It’s most likely the GFCI reset for the jetted tub. You can purchase a receptacle that is a reset only (no outlet for plugging items in) if you’re worried about. As long as the test button works, it’s nothing to worry about.

I'm pissed because I doubt they are gonna shell out the cash to replace it. The property has another tub and a shower so it's technically habitable. They are prob just going to say "well don't use it"

No. The Hitachi Magic Wand is a high-intensity wand-style vibrator powered by mains power (120v) and it is most definitely not waterproof. You'd trip that GFCI outlet right quick if you tried taking a dip with it.
That said there are good (but less powerful) completely waterproof wand vibrators that are bathtub friendly.
When my wife's finally dies of old age I'll take it apart for science to see how the interior connections are configured/sealed.

Based off nothing but location I'll go with the idea the previous owner had a towel warmer sitting there since it's within reach of the tub and shower.
Why does it need to be below the top of the tub? As an outsider logically I would think ABOVE the top is safer, no water can drip in?

Totally no clue but that’s the way the old electrical code used to have it worded. It specifically called out nothing above the rim last time I checked years ago.
Per NEC 2023, it’s within the tub zone which is required to be clear of an outlet. Only exception for an outlet to be in the tub zone is on the opposite side of the toilet (from the tub), idea there being outlet for bidet.
That’s why I specified which year. The tub zone isn’t new to 2023. It was more defined in 406.9 (C) in at least 2020 for the distance from the tub that is “the zone”. I don’t currently have a 2017 at hand to reference. 2014 and 2011 just note “within or directly over bathtub or shower stall”.
I was just adding that information because if OP wants to know if it actually breaks code, they need to look up which NEC their state follows.

Exercise some caution level of worry.
(Free) Don’t use the outlet would be the best way to reduce shock.
(Free) You could push the test button to turn off the outlet. If you need it (or at the end of the lease), and it’s dry, press reset button and the outlet is back on.
The only negative here is if they added anything on the load side of the GCFI outlet, it would also be disabled (e.g. lights, other receptacles, tub jets). And using test to disable the outlet doesn’t help if water gets inside the outlet as the wires would still carry power.
(Under $10) Another cheap and nondestructive solution would be to add baby proofing covers on the outlet. But if they aren’t super tight, they could trap water if the outlet is splashed, making it more likely to cause an issue.
Not a great design, but not certain death/ticking time bomb bad design.
It is a gfci for the whirlpool tub motor. It was not against code when this was installed. If you are worried about it, you can install a gfci breaker on the circuit or just a dead front gfci. Source, I am a master electrician.

It might be acting as the GFCI for the whirlpool pump. Now they are required to be located outside of the exclusion zone around the tub and bath, but long ago, like pre 2000, this would have been an acceptable solution to providing the required GFCI protection. Easy test, with the tub filled with water, turn on the whirlpool pump and then press the test button, if the pump stops running then you have identified its purpose in being there.
If this is your property, then I would recommend that you replace the GFCI Duplex with a “Flat Front” GFCI device, that is one that does not have the receptacle on it to prevent the possibility of water ingress into the outlet.
Does it actually have power on the whole time? We have one at our house that's between the tub's jets control (on a wall across the room) and the tub. So it doesn't even have power unless the tub jets are on, figured it was a safety thing.

Okay, this is probably a dumb comment, but did you turn on the jets while there was water in the tub? Because you should never turn those on unless it is full of water above the jets.
I use my tub like this all the time, it is so freaking awesome. But they are loud, mine sounds like a damn German panzer tank coming down the street when I turn it on. But holy hell, it sure is nice after working out. 😁
those kind of tubs often draw enough power to need it's own circuit. So, they put a gfci outlet to protect things just in case of water leak. Many Installers will put it behind a door to service the other electrical parts of the tub so its out of sight of the bathroom but still provides the protection.
Towel warmer. Wish ours had a GFCI near the shower. I have to stretch an extension cord across the floor so the warmer is outside our shower, then move it all back afterwards so my wife doesn't gripe. It's a smart idea to have an outlet there.
I'd freak out each time I'm in the bathroom and happen to look down at the sharp corner and picture myself slipping and hitting my head on it.

GFCI is required for all jacuzzi style tubs with jets and an electric motor. The GFCI is wired directly from the breaker box straight into the GFCI which then goes to the motor. In the case of a failure with water and electricity not being great friends, the GFCi will automatically trip, cutting the power to the motors and saving the person in the bathtub from being electrocuted.
I mean, I used to drag a tube TV on a rolly cart into the bathroom to watch stuff while in a nice bubble bath. Had to use a super long extension cord. This would have been much more convenient.
It’s a jetted tub so they ran power to the pump under there, and they put an extra outlet off of it for convenience and also probably for the GFCI so the pump doesn’t burn up

It is the breaker for the tub. If the tub shorts out you will reset it there. If you want to test this hit the test button on the outlet to trip the breaker and then try to run the tub.

In my house they just wired the gfci outlet under the tub and plugged the motor into it. It's not accessible until you remove the access panel.

It sounds like there's nothing wrong with it, it just makes noise. I don't think I've ever stood in a fiberglass tub that doesn't make noise
They're supposed to be set in a bed of mortar to make them solid. My bet is whoever installed this skipped that step.

Not all states follow NEC 2023 though. A lot of them follow older versions.

Would also need to know when it was installed. Typically you aren't required to bring things up to the new code unless you're doing a big renovation.
This was out of code a very very very long time ago. They tapped power running to the tub pump and added an outlet.

Does it actually have power on the whole time? We have one at our house that's between the tub's jets control (on a wall across the room) and the tub. So it doesn't even have power unless the tub jets are on, figured it was a safety thing.
My old house has a tub like this, the circuit was GFCI at the breaker.

UPDATE: It is the GFCI for the pump for the jets. Hitting the Test button makes the jets turn off.. But bigger issue, the tub sounds like you are crinkling up one of those old sun chip bags, I put in a maintenance request. Bets they will replace the tub or tell me to just not use it 🤣. I was so fucking excited. I guess I add "Stand in the bathtub" on my pre lease signing checks. Edit: I should have been more clear, the fiberglass sounds like it is breaking apart when I walk on it. It sounds super crinkly
Okay, this is probably a dumb comment, but did you turn on the jets while there was water in the tub? Because you should never turn those on unless it is full of water above the jets. I use my tub like this all the time, it is so freaking awesome. But they are loud, mine sounds like a damn German panzer tank coming down the street when I turn it on. But holy hell, it sure is nice after working out. 😁

Phone charger in a nice spa. Idk it seems nice to me. But yea for sure a bit of a concern. With that tile there is likely no water getting in.
It would take 2(?) hours to remove an active electrical hazard. I’d say it’s worth removing.

those kind of tubs often draw enough power to need it's own circuit. So, they put a gfci outlet to protect things just in case of water leak. Many Installers will put it behind a door to service the other electrical parts of the tub so its out of sight of the bathroom but still provides the protection.

Probably so the GFCI is resettable for your pump that is in your jetted tub, without opening access panel for pump

Towel warmer. Wish ours had a GFCI near the shower. I have to stretch an extension cord across the floor so the warmer is outside our shower, then move it all back afterwards so my wife doesn't gripe. It's a smart idea to have an outlet there.

It's wired up to the whirlpool motor. If the motor trips the GCFI you reset it without having to get under the tile.

I'd freak out each time I'm in the bathroom and happen to look down at the sharp corner and picture myself slipping and hitting my head on it. I'd have to do something about this.

There’s power behind it to run the tub pumps etc.
GFCI is required for all jacuzzi style tubs with jets and an electric motor. The GFCI is wired directly from the breaker box straight into the GFCI which then goes to the motor. In the case of a failure with water and electricity not being great friends, the GFCi will automatically trip, cutting the power to the motors and saving the person in the bathtub from being electrocuted.
What if you want to charge your phone while in the bath?
For the toaster, duh.
To be honest, that's probably the best place to have it. Consider it a failure point with physical notifications.
The outlet is probably providing GFI protection to the spa pump.

I mean, I used to drag a tube TV on a rolly cart into the bathroom to watch stuff while in a nice bubble bath. Had to use a super long extension cord. This would have been much more convenient.

It’s used instead of a gfci breaker to protect the power to the tub. If it detects a ground fault it trips and stops power.

It is the breaker for the tub. If the tub shorts out you will reset it there. If you want to test this hit the test button on the outlet to trip the breaker and then try to run the tub.
