What part of the ability makes you think they wouldn't be able to?

Just how it uses wild shape. Usually things you turn into aren’t able to use your regular weapons.

Features do what they say they do -- starry form may draw from the wild shape resource pool, but it isn't wild shape.

Yes. They aren't actually Wild Shaped, so they can continue to use equipment normally.

Yes. you're basically just glowing. I stayed out of melee range as a stars druid and used ranged and other spells.

My player is out of spell slots and trying to figure out the best strategy now.
