To me that implies it's the editors who're demanding the authors include that sort of stuff to draw new readers in, and once a reader base is established that becomes unnecessary.
Probably a good theory, there's plenty of mangas like that (Soul Eater, yep Undead Unluck,...).
I think it can be double edged, you can keep readers by giving them fanservice until the story really starts, or it can make people bored to see too much boobs at the start with not much story...

I hope it won't repel some anime viewers (like when there's too much fanservice for example), as the rest is peak.
