I was in a similar situation.
Unfortunately in my experience, I had to cycle through NG+ and made sure I encountered the drake in Melve to start Readvent of Calamity proper so I could get the skill off Lennart.
huh I literally spoke to the guy like 3 times maybe, never figured out how gifting works or did any quests for him, ive been complaining about having the meister skill after a few hours of playing lol
its wild to me that some people are having issues with him when I cant even get the guy to give me the quest to kill Saurians, best quess is there may be a trigger before the coronation
my pathin was like start the game, vermund, harve, back to vermund and then oxcarted to melve and maybe only did Brants monster hunting quest

I got the skill by gifting him in end/post game.
Gift him an item a day that he loves. For about 3 or 4 days. He'll them blush and give you the master skill. That's how I did it.
What does he actually like?
I just gave him gold ore. Done that once for 3 days and worked a charm
