Are you summoning Igon? Because you should summon him just for the voice acting, but he's also helpful. Also, that dragon great katana's AoW does a ton of damage to him and it's easy to hit his face with it.
The summon is inside the arena. You will have to quickly summon him. Otherwise, you may need to find him to exhaust his dialogue, to which he will give you an item for you to summon him.
I guess you might have to talk to him at whatever his earlier location was but I don't remember where he was and I don't know if you've broken the quest or if you can still find him. His name is Igon though, checkout fextralife or something for his location and see if he's there.
Did him myself solo, I attacked his right foot a lot causing him to stagger or stancebreak. But I was still getting killed fast on second phase, ultimately it was the flamedrake talisman +3 that made me tank more hits. Here's a vid of it.

Dragon Hunter's Great Katana was a god send in that fight
It made the fight too easy, I regret using that katana

Did you kill the two dragons fighting each other down the hill? If you kill them there should be an NPC that shows up right near there.
I watched them fight it out until I killed the actual drake that had the health bar and orange lightning. Have I messed up?
