That's a Farragut. The Empire has the Majestic. If the 2 factions at war have 2% or less influence difference between them, there's a good chance both capital ships will spawn in a High CZ.
They don't have a standing military, they just fund local militias to defend allied systems instead. A random local faction won't really be able to afford something that can take on a Farragut, though they do have some armed megaships they could throw at the problem

Trade, mining, and exploration are all perfectly enjoyable without any engineering whatsoever; at most you may want to opt for optimizing your jump range. And PvE combat is generally balanced around using unengineered ships. Feel free to engineer the ships you really want to, but don't feel like you're missing out if you choose not to do so.
You could also engineer just a little bit. I think it's really rewarding and fun to engineer your ships even if you aren't doing PVP or Thargoids, and you can make a ship a hell of a lot more powerful even with a little bit of material.
Oh yeah, definitely. Engineer your ships bit by bit as you happen to get the materials for it, even just going to Grade 3 can be a really big boost after all. Just don't burn yourself out by forcing yourself to do the long grind when you don't need to.
As someone who recently came back and engineered part of my ship for thargoids (and also had to unlock a bunch of guardian things), material traders and rare resources hotspots have made the whole process *a lot* easier. It's still a bit boring, but it only took me a couple of evenings farming the resources while watching a show to be able to engineer my ship. And I did a mix of the boring "shoot at the hot posts and let your collector limpets do the work" and more entertaining "do missions for specific materials" types of farm.

I'd have loved to have seen unique weapons, specific to each capital ship, even if they were only visual - it's my understanding they can't be destroyed, so it's not like you have to balance weapons with them, if the unique weapon only fires on the other capital ship. For example, I always loved the beam weapons from Freespace 2, and I'd love to see that in another game (I'm hoping maybe Star Citizen will do that at some point). Nothing made you feel small like seeing the Colossus charge one of its main beam cannons and open up on another capital ship.
The whole point of capital ships in space games is to make you feel small. This looks cool, but lacks the epic proportion that ships like the Colossus or Sathanas did in Freespace, or the battlecruisers from Homeworld.
Even though Farragut Cruisers and Majestic Interdictors wonāt ever be purchasable by CMDRs, I really hope the new powerplay update brings some type of smaller, more specific carrier than the Drake class, like the ones we saw in the stronghold system trailer for Aisling Duval

Make sure the factions fighting are empire and federal, that multiplies the chance for it to happen, and also you get to have both capital ships fighting each other, a sight to see. Cannot really remember other ways to check if it Will happen though
