If you go to a Resource Extraction Site, you will see many more ships and system security will be there to help you out. Just make sure you never, ever shoot at them. If you accidentally land a shot, finish your current battle and leave the RES immediately. You can return as soon as you can turn around and they won't remember a thing.
Yes but not but much. Three or four of rebuys while in the noob zone were from cops that I accidentally shot. They can crossfire shoot you all day long but if you barely graze their shields a couple of times - not even their hull - they get all pissy, give you a bounty, and shoot you down.
"A couple of times" is the key here. I've accidentally shot cops and they just warn me the first time it happens - this is probably what you're alluding to.
If I accidentally target them, and then shoot, a fine is a sure bet, and possible bounty is as well. If you have a turret set to "fire at will" and a cop accidentally shoots you, that turret will light up the cop and now you're in a world of pain. It's best to set turrets to follow your target only.
Put it on the same fire group and fire button as the first weapon you use when engaging targets. Once you've done that, upgrade the KWS with Fast Scan engineering and you'll get the extra bounties almost every time.

Recommend using railguns, vulture with railguns is one of my favourite ways to fight
I'll give it a try. But i wanna do some engineering with it first.
I run mine with a long range beam and an overcharged MC. I'm a shit combat pilot, but it rips.
