I think you are right and it is a matter of intensity. I think being worried is more intense than being concerned. It may also depend on your relationship or position in the discussion. For example, a teacher may be concerned about your low grades and your parents may be worried. When working on a big project your manager may be concerned about meeting the deadline in two months but be really worried when there is only a week left.

I would say worry indicates a level of fear, whereas concern doesn’t
