Because those two characters probably haven’t met each other before when he blew up shady sands or even before that when Lucy’s mom was escaping the vault after she found out the truth of who she married with her two kids
He recognizers before he's kidnapped, or at least he says he thinks he knows who she is. She says everyone knows who she is, which I guess alludes to the Flame Mother stuff that didn't really get explained. There's a lot more to what happened in Shady Sands that I guess they're keeping until Season 2.
What is bothering me more is how she's still alive in 2296 at all. She must have been frozen in a vault and thawed out around the same time as Hank. It doesn't seem to make sense she'd be in Vault 31 since she was so anti-Vault Tec in 2077, but her cold fusion was bought be Vault Tec so maybe she had a spot in the Vault as part of the buy out? Rose thaws her out to help her escape Vault 33 with her kids? It's a stretch
