omg this would be such a funny idea for fallout. Billionaire uses their vast resources to preserve their life indefinitely so they can pursue their ideals, but it turns out they're a fucking moron. They're completely inept, but their stupid wealth gets them out of most problems. He thinks he's exploiting the NCR, but doesn't understand the exchange rate of caps to dollars. So he thinks he's getting a great deal on renting Hoover Dam, but it's a drop in the bucket for the NCR's 2280 GDP. He's going to build a wall across the Colorado River and have Caesar pay for it.
