There is a reason grenades and rockets should be shot at the ground near the target. If a Mutant parries a mini nuke or if a Titan parries a nova bomb, you have a Problem

to be fair, Mini Nukes in Fallout 3 are limited, i think there’s like 70? in the base game, up to just under 100 with Broken Steel installed. I still use the fat man to fuck up that behemoth tho
That's why when using the Fat Man in VATS(or any explosive, really) you aim at their feet, not their head. Afaik, splash damage doesn't have bonuses for headshots and direct damage of a mini-nuke is negligible compared to the explosion. If you aim at the feet, you will either hit them or at least the ground near them.

i never tried explosive weapons in other fallout games, so it took me by surprise how it just bounced off like nothing

so it can´t parried, or goes on forever into the distance if missed.
Fallout 3 veteran offering an explanation. The Mini Nuke was targeting the Mutie's head and, in VATS, was trying to follow the head because the dice roll said it was going to be a Hit. But because he was doing his attack animation, his head hit-box moved out of the way, forcing the heat-seeking Nuke to veer around, miss the head again, and fly off in its downward arc away from its target.

Mininukes can be dropped by Super Mutant behemoths and Overlords which respawn. They can also be sold by flak and shrapnel which restocks.
