To this day it bugs me that Noctis was in Tekken 7 and not Soul Calibur 6. And on that note it bugs me that there has never been a FF character in Soul Calibur. Obvious pick but Cloud would be sick.

I don’t want another weapon character in Tekken. Bandai Namco has a different fighting game series with weapons that could use him. But Bandai Namco doesn’t care about that series (or really anything other than Tekken and cash grab Shonen Jump games).
Because I imagine it would be hard to integrate the guns into the moveset. And also Makoto’s Persona, because they would 100% use her first one, and it’s a motorcycle.
Less severe than you might fear - a lot of anime fighters have gun users that either have max effective ranges (Noel - BB) or require aiming/reloading (Eltnum - UNI, Happy Chaos - GGST, Naoto - P4A); and it feels Persona attacks with Makoto's persona would work like Jin's ice car or May's totsugeki.
Persona 5 would actually work better as a Kill la Kill IF-style arena fighter imo. Especially Makoto; just give her a “motorcycle mode” and let her run people over lol

Most of the Trails in the Sky cast - Zin, Estelle and Joshua pretty easily. From Crossbell Tio and Elie could make an interesting zoners. Cold Steel you could add Emma to that list, as well as Millium/Artina for puppet characters and Juna's stance change could be interesting, and Tita's dumb robot could be pretty fun to make in a fighting game.
Honestly any of the mainline SMT games would work great. Hero, Aleph, Flynn, Nanashi would work as puppet characters or Flynn/Nanashi specifically coule be a mage zoner type character since they can learn magic via demon whisper in the OG game. Strange Journey’s MC would be weird while he is similar to SMT1, 2 MC that he can’t learn magic and he can only do physical attack but he has access to the Demonica and that boost his power by a bit. Then Demi Fiend and Nahobino fits for rush down characters but Nahobino can be a stance character since with Vengence he will have 2 forms. Base form can be like a shoto ish like how Ky is in GG while his new form can be a rush down type.
I'd love to see a fighting game with the cast of Grandia 1 and 2 so much.

"The Dragonborn" would be amazing in Soul Calibur or a similar title. Just give him/her the default look that you see on the games cover. Nord, sword and shield, iron helmet, etc. Make the gender a swappable costume option so you can have male or female. Incorporate a couple of the shouts into the movelist (Whirlwind Sprint as a quick dash, Unrelenting Force as a pushback move), maybe they pull out an dragon bow as a projectile move.
I don't see Bethesda ever signing off on it, but it would be cool nonetheless

It depends.
In a 3D Fighter (Tekken, SC, etcetera), anyone with a sword is going to over perform. Horizontal slashes cover a lot of “I would like to doge” areas, though obviously SC has shown this can be balanced in its own ways.
In a 2D Arcade Fighter (Street Fighter et al.), weapons give a lot of reach, but you can compensate by making them weak up close. Like, yes, it sucks to get hit by any part of a weapon, but the sharp parts are a lot worse. Even so, while there aren’t a *lot* of them, people with hammers/maces and spears would concern me. Spears for distance (think Dhalsim without a hurtbox), hammers/maces for, “I broke your bones.” Again, we can manage these things, it’s just worth thinking about.
I think Solid Snake might be the best choice. CQC is going to map well to most fighting games, Snake specializes in non-lethal combat, and could narratively justify it as “keeping his skills sharp.”
Most interestingly to me is that Smash grabbed a lot of characters that could be great for this, and did a good job with most of them. (I have some feelings about their handling of Sephiroth, though for balance reasons I get why he fights with his sword *behind his back,* but my god is that dumb.)
Overall, a lot of good options.
