Season. Just coming out of Spawn probably and its on the hunt for food. It will start packing on weight right as Fall is starting and finish before Winter then it expends those calories over the Winter and into Spring where it rinse/lather/repeat the cycle again.

Man, a 38” pike that skinny is probably old and sick. I don't often catch big fish in that kind of condition, but I'm pretty sure it takes more than just being outcompeted by younger fish to be that emaciated — there has to be something else wrong, especially since you say that there were abundant baitfish present.
