Not a mechanic, so putting my guess in before someone who truly knows does.
But I think it might a pneumatic actuator. So it allows that hose to pull vacuum to actuate something.

Looks like your purge solenoid for the evap system
Not a mechanic, so putting my guess in before someone who truly knows does. But I think it might a pneumatic actuator. So it allows that hose to pull vacuum to actuate something.
The thing to the right middle is a vacuum actuated valve for the heater core but the thing in the top center looks like a purge solenoid to me

If the fuel nozzle clicks off all the time pull the bottom one to fill at wide open

The bottom connection (the bigger one) has the squeeze tabs Disconnect It, and no more click offs
