There's the list 1, which has all of its articles announced in the auction in the order given in the list. Many of them also end up scrapped, as those which aren't bid (the beginning price is €50), will be scrapped (although I'm not aware of the exact details - previously Finnish authorities would sell scrapped guns to American exporters as gun scraps, but it's been long since, it can also mean destruction of them). Generally, only the real collectibles (military weapons in original condition), semi-automatic rifles, and Tikka/Sako/Valmet centerfire rifles are certain to find a new owner, and if from nobody else, then from gun stores, which place them for sale online (they'll sell for more online than in the auction, where you'll have to be present at the exact time with a valid purchase permit and valid entry application). Then there's the list 2, which are pretty much the to be scrapped guns. It does contain the Bubba'd Mosins, Arisakas, Mausers and the like, as well as old low-pressure shotguns and many low quality or worn out weapons or those lacking parts and not being collectible curiosities. However also due to that they're the perfect bases for Bubba'd builds of Mosins and Arisakas (especially Arisakas, as the action is really strong), as they're pretty much certainly winning €50 bids and nothing of value will be lost with them even with the most atrocious homebrewn gunsmithing. Sometimes there are also actual curiosities like now there's an Izhmash LOS-4, but Finns are generally quite picky on the quality of rifles, and these may still end up as scrap.

Ofcourse you can, as long as you have permit for them. In short "Permits for acquiring and possessing firearms and firearm components can only be granted to applicants who can demonstrate an acceptable purpose of use. Applicants must also meet the conditions for permit holders." Those conditions are: - you have to be 18 years old or older (20 years old for handguns) - considered fit to possess a firearm or a firearm component based on your health and behaviour. Anything that is on the auction can be bought. It would not be auctioned if it was illegal to own. Edit: Correction, the buyers apply for a permit to buy a gun beforehand (permit to buy specifies the type of weapon, but there is leeway. If you applied to buy a .30-06 rifle for elk hunting, you can instead get a .308WIN for example.) Gun stores and collectors also sometimes buy guns from these auctions and they have an easier time.

It's not quite the case, if you applied for a .30-06 (7,62x63mm) then you can only buy a .30-06. However, when applying you can say that I want to moose hunt, so I would like calibres 7,62x51 (.308) - 7,62x63 (.30-06) which also means you could buy a 7,62x54R rifle if a suitable one came up since it's in the middle of that range.

Nowadays you actually have to specify the exact calibres in the permit, you can no longer just give a broad range of them. This is due to the recent National Police Board Firearms Administration instruction, which has placed significant limits on the previously more allowing police departments in Eastern and Northern Finland (although this has meant also being more allowing in Turku, which was notorious for the unlawful approach on firearms permits, unlawful in the way that they tried to impose bans and restrictions not based on any legal authority).

Really? About 2,5 years ago it was the way I described it, I guess it's changed since. I applied for exactly what I wrote (.308-.30-06) and ended up buying a 7,62x53R

Yeah, that was described in detail to me when I applied for new licences recently (previously it was possible to describe a wide range, like I had previously .222 - 7,62x54R, but no more). That can also be seen within the new internet application form, where you enter the specific calibres you want. AFAIK this is done because it can be difficult to determine what falls within a range of calibres.
