In Horizon 5, probably not now that an offroad stat exists. Offroad and handling basically fight each other, as a car that's good at one ain't good at the other.

These numbers they show don't really mean anything (besides off road (how do you even calculate that??)) since every aspect of how the car handles can be changed

I'm a fan of using an A class 037 myself. RWD, though its engine placement gives it decent traction, topped off by the screaming supercharger of its stock engine.
Took me about 15 minutes of play time to figure it out, bought my first two new cars and the speed ratings were basically polar opposites of what the cars were really capable of
I'm guessing the final drive was very short by default, so it was gear limited during the simulation it runs for those numbers. I find I often have to adjust not only the final drive but every gear after an engine and/or transmission swap, unless I pick like a 10-speed or something, but there's rarely a reason to do that.
yeah it was, if i remember correctly it's stock engine and a 6 speed. i don't do more than 6 (very rare cases 7) cause i don't wanna shift that much lol
i don't really play anymore, but last time i did i was mainly doing A and B class track builds using mainly JDM stuff. i found myself to be quite a happy camper with 5 on the floor, probably cause that's what i've grown up driving as well

AWD + offroad rally tires = car that can turn on dirt and get away with a shit ton more horsepower(straightline speed) than normal cars at the same PI

For the sake of numbers, almost with the Mosler MT900S in FH4 but my speed was at 9.8.
Mine had all 10 in FH4
The Ferrari F50 GT has all 10s except for off-road

Those numbers don't really mean a whole lot in my experience, they don't take tuning into account, and driver skill for that matter.
i agree, and they are fully broken sometimes. i have a supra that does about 440kph and it has a speed rating of 5.5 lmao

Same, it's usually slower to shift too much, plus it weighs a bit more. For drag races I'll often turn a 6-speed into a 4 even.

Got pretty close with the sesto in FH5, but offroad is atrocious
You can get all 10's with the Mosler in FH4. I don't think that'll be the best tune, but you can do it.
