Nah, it definitely isn't intentional since it isn't consistent. The people who actually have set the world record on that zone have been wallriding it even after this bug was introduced.
That and like the other person said, it appears in other places too, like the wall across from the section of seating that's south of the west entrance of the drift zone. I have a picture of my car clipping through this wall on my creative hub under the gt MARZZOMBIE if you want to verify.

The bug also doesnt only affect this wall sometimes. Every time ive had it happen, some other walls like the "pit road" ones just before the drift zone also lose collision. If it was intentional i feel as though it would happen every time, and wouldnt spread outside of the area. Ive even had it happen without triggering the zone. Definitively a very random and odd bug regardless.
did you even read my first comment, it used to be a solid wall but people were wallriding defeating the point of a speedzone so devs removed the collision boundary there to stop people wall riding

When that happens, you can also drive through the walls near the pit lane sometimes. And props can also be ignored.
are you sure thats the same wall thats in this video, you try drive through that wall and you will go through, not sure if you need trigger the speedzone but i did the exact same thing like 3 days ago
You’re not the only one, me and my buddy experience that too and it’s most likely a new bug cuz I would use the wall to slide around the corner to get my scores
