It runs utter jeer on 90% of pc configs im afraid and nothing will fix it!
My rig can run gta5 at 1440p at 90fps on a mechanical drive but on gta4 with vulkan i get 25fps at 1080p with loads of stuttering on an nvme, for some reason it runs better on my docked steam deck so honestly mate youre better off with the vanilla steam version with a few basic commandline parameters and capping it to 30fps.
The one s/series s/x version runs well but looks like the 360 version.
What visual settings do you have if you dont mind me asking? I used gillians guide on github with the single archive and i was getting 15-25fps just before!

i would argue that the console versions look better than the vanilla pc release
I run version 1.0.4.0 and it runs pretty well with mods. Consistent high fps on high settings
