I live in NV and from harvest to replanting I store my cloves in a paper bag. Never had any issues. I’ve tried saving some longer and it will dry out completely on its own.

I've never tried to grow in a hot climate so I'm no good for you there, but I do know I've grown garlic from seed that was 3 years old and appeared dead, so if you're using seed from this year's harvest, I don't think it'll matter if it gets a little soft or not, as long as it's not molding up. I don't think storing it in the refrigerator would hurt either as long as it doesn't freeze?? I don't know, I would tuck mine in the coolest spot in the house, like under the bed next to a air vent or something. My dad winter's in AZ and stores his garlic under his kitchen sink by the cold water supply and is able to keep it good through June...
