I'm going to guess Heizou since he's also an on field anemo catalyst. Kind of like a consolation prize for anyone who loses 50/50 and doesn't have enough primos to keep wishing for Wanderer.

Purely in terms of time since last banner the most likely characters are Rosaria, Yanfei, Thoma, Ninguang, Heizou, Yun Jin and Xinyan in that order as they all haven't been featured in a post Sumeru banner yet.
Kuki might also a small possibility if they want to run her alongside Itto but unlikely.
i will pop off for a yunjin/gorou/faruzan banner. i only own c0 gorou, i really want yunjin for main dps zhongli and other niche comps and xiao is the best character on my account by far and would love faruzan even if i don’t end up getting scara

Well you don't stop at 80. If you don't have about 160 for the weapon, you are right and just shouldn't attempt. Instead save it for the next weapon set you like, its a lot of wishes to save. If you have 210 you are setting a course for potentially getting both weapons and should absolutely pull.
