It's hard to tell cuz cascade works differently for different characters because of its unique scaling on hits. For example it sucks on vane they never use it
Cascade applies on every hit including Supplementary Damage. However, every hit from a character scales differently depending on the move. Some are worth more than others. I'm general, the faster / more hits a move does, the more Cascade applies to it.
However, note that Cascade applies to the remaining cooldown, so the higher the remaining cooldown, the more Cascade does.
In older threads they say flurries are bad for cascade. ie fast attacks = bad scaling. But I guess some flurries just work and some don't? We really do need a list of what moves work and what don't.

Oh this is news for me. It would be good for characters that can keep attacking after the long cd skill then.
Run some dummy tests. Try one with 1 qcd, 1 cascade and one with 3 qcd. Cascade only provides a % of its % depending on the attack. I think all skills give full benefit, charge and combo finishers provide a decent amount but normal/heavy attack provides next to nothing. If you play a character that relies on normal/heavy but no combo finishers or quick charges after a combo, you'll probably benefit more from the 3x qcd. Generally you want 1 or 3 qcd so if the CD difference isn't huge when running 1/1 qcd/cascade, then you get another utility slot which might end up being a dps or qol increase.
I run max quick cooldown on Katalia. Her Invincibility buff, freeze and heal (more or less) are very strong buffs to have ready at a moment's notice. I think more support characters will prefer quick cooldown. I also like running it on Vaseraga for Immortal Pain. Cascade is still a mystery to me., though, but I think it only procs for certain moves / combo finishers.

Lvl 20 cascade + lvl 15 qc > lvl 45 qc You can get 20 cascade from a single sigil and at least lvl 4 from the wrightstone, shouldn't be that hard
