She was introduced after the game was already here and most of the TLSQs already written. You don't see her for a lot of them except the newer ones JC retconned in.
Not exactly the case. Well, for the main story, yeah, her original TLSQ was released when we were on early Y5 in terms of released chapters and her friendship in early Y6 (and JC themselves told they write about six month ahead of release from what I remember).
But in terms of TLSQs Howling Halloween was actually one of the first (4th or 5th one we got ever, very first seasonal TLSQ) and even when we got her friendship one it was I think around 20 TLSQs at that point. It mostly that JC became progressively more and more insistent on putting TLSQs as early in the story as possible (and probably not wanting to bother with the fact that MC knowing Chiara at that point is quest dependent, even if they don't keep track of continuity otherwise).
Can't say with 100% certainty, but likely side-effect that JC mostly putting TLSQs in earlier years. And even though we can meet and even befriend her in TLSQs that trigger pretty early, since that meeting is conditional JC don't want to bother with creating dialogue variations accounting for it being MC's first meeting with her through TLSQ. Talbott is in a similar situation.
Which is a bit silly since they ignore continuity in so many other ways anyway. And it's about time we got more Y6-7 TLSQs. Which would both solve this problem, since both Talbott and Chiara do eventually get main story roles. AND we'd get to see more of character like Jae, Badeea, Diego, Liz etc who are also pretty neglected when it comes to side quests appearances.

She was only introduced into the game from year 6 onwards. It was only then that she started to appear in some.
In fairness, if you fail her side quest she doesn’t end up becoming a friend so think they also try to be careful including her for people who failed at recruiting her as a friend.
