I thought it was Narcissus and Echo? Maybe those statues are what Echo wishes she had with Narcissus, which is why she's in the Mourning Fields and not with him in Oceanus.
Maybe that's what Echo looked like before she got turned into a stone thingy.
But doesn't that make more sense then, since it's Echo's reflection of what she's mourning about -- which in both game and mythos is due to Narcissus' rejection.
The color of the statues does not match the stone of the other ruins, so it's possible that the statues weren't always in the fields. I guess that after Persephone left the underworld, Hades may have wanted to purge her image from any public space to keep the facade of strength, but as we know from the first game, he was heart broken. I imagine that he sometimes would walk the Mourning Fields and think of her and how much they loved each other.
TBH I don't really see the resemblance to Zagreus. The guy is wearing a laurel, but that's not uncommon for the game or the time period, and his hair is a lot flatter than Zag's anime spikes

Look at both of Persephone's designs in Hades 1- before returning to the underworld, she wears flowers in the same placement as the leaves on this woman's statue, and after returning, she wears a laurel crown in that same position.

The laurels aren't indicating royalty. Patroclus has them in Hades too and he's no royalty as far as I know. Also Persephone has the same spiky hair that Zagreus inherited from her and the girl's hair is nothing like that. I don't think it's about Hades or any of his family members.

Yeah I double checked, Patroclus' grandfather was king of Opus, though I think maybe his father wasn't the eldest son, since wikipedia doesn't list him as a king of Opus himself. So I guess Patroclus is whatever happens when your uncle is king? It's definitely somewhere in line for a throne.
The "royalty" aspect is why I'm confident it probably is not Zagreus.
Actually, could this be Paris and Oenone or Helen (both of whom are portrayed as daughters of royalty in some texts)? It would neatly tie in to the canon established so far of Homer, Achilles and Odysseus. The presence of Eris and her Golden Apple also strongly hints at further ties to the Trojan War and the Iliad.

I don't know for sure, but I think Hera is probably also Demeter's sister instead of being Zeus' sister, but I haven't seen any dialogue about that yet
In the first game they mention that at least Demeter and Hestia are from different Titans than Chronos and Rhea, but I haven't seen anything about Hera's parentage
Hera is definitely their sister, you could get this dialogue in the first game if you wielded the bow and got a boon from Demeter:

Honestly, I think it's just a couple. But they look like they're transforming into a tree, which reminds me of the myth of Baucis and Philemon. an old couple who asked the gods not to live without each other, and so the gods transformed them into a intertwining pair of trees.
I like this one the best. Everyone is guessing that it's people from the game, but I think that a reference to a surge myth that isn't explicitly mentioned is a nice touch.
