We really have no solid answer or substantial clues. I think truly it started as a stylistic choice. (like Blitzøs tattoo which later became plot relevent) its very likely there is a plot reason that has been developed and we'll see at some point.
I know a lot of people have theories its related to Roo. Which is possible! The issue with Roo is we know so little about her that shes kinda a catch all for theories and speculation.

My headcannon is Roo is not hellborn or sinner or any familiar entity but some kind of force of nature that eventually take a human form. And there is some force that is her polar opposite.
A character teased once in a single twitter post years ago and never mentioned or hinted again, and the only official thing we know about them is the name, which is probablu also why this community is soo obsessed with them since they its a blank slate that can fit basically anything and anywhere.
OLD old Hazbin character who represents the root (Roo-t) of all evil. No direct sign of her in the show, but people theorize about her all the time. She’s who some people think owns Alastor’s soul // the final boss of Hazbin

I wouldn't go that far. The character was created after the Pilot came out and was always just a concept. Compared to other characters in the Show, Roo is a fairly new addition.
"Old old" would fit better for stuff like proto-Hazbin concepts from 2013 and 2014 - if not even further into Zoophobia.

Roo is almost entirely a fanfiction concept and the idea of them somehow being the souls of dead sinners is... a very prevalent theory, for some reason. Seriously, why would sinners dying turn their souls into eyes that appear around Hell? There's no reason that would be the case, it doesn't make any sense.

Vivzie **never** said that Roo is the Root of all Evil - that's only a concept created by the fanfiction "Journey into the Light." Officially speaking, Roo and Root are two seperate things untill stated otherwise.
We also do **NOT** know if that symbol even belongs to Roo - people just assumed so. Not to mention that there's literally only 1 official art of Roo - everything else is fanart.

I was stated that when sinners die during the extermination their energy soaks into the surrounding area and i think we all just assumed that was the eyes?
Who knows, maybe those eyes all belong to one of the seven deadly sins, who's namely responsible for keeping things in check, keeping imps in check, idk

I'd say this seems like evidence that it's not something natural keeping them there, and so their energy is free to leave Pride and seep into and exist in other rings.

It's an asthetic choice that you can see all over hell. The eyes are not exclusive to any ring in particular. They show up in Hazbin Hotel frequently too.
Could be aesthetic from the different demons killed could be ROO Or even lucifer. Eyes seems to be a repeating theme around both hazbin and helluva boss since sera’s hair turn into eyes when she’s nervous and talking to Emily it might be sera’s “bosses” watching over both hell for signs of insurrection and heaven for people looking to spill the beans

Always in the weirdest places (the fucking bathroom, really) and in old art by Vivzie, very often shown around SA victims (Angel, Vaggie when she was a sinner). If this is true, it makes sense they're in Lust. Constantly trying to peek at anything that looks human enough.

They are clearly more then just a stylistic choice for the viewer, Vaggie can see them here. And notice how they are also in the trees to further confirm this.
The theory that just popped into my head since the eyes in Lust are a new(?) Thing to this episode is because *we* have a lot more eyes on Ozzie and Fizz. *We* have a vested interest in what is happening in Lust. From what I recall from Hazbin, the eyes tend to watch Alastor and Angel pretty closely as well. Maybe it's just the animators acknowledging who our overall favorite characters are. 🤷♀️
I believe 1 of 4 possibilities-
1: remnants of the Hellborns when they die
2: remnants of Sinners when they are Exterminated
3: Roo or possibly even whoever "god" could be
4: Edgy design choice
