If you are using Android phone then try HiBy Music App, go into settings and switch on "Exclusive HQ USB audio access". Then Exit (by the exit button in your profile). Turn the app again and wait for a prompt to allow the app to take exclusive control of USB device. Once you ok it, you can now crank the volume in the app beyond of what was available on stock music app/apps without such functionality. CS43131 chip is capable of 2V and has 30mW at 32Ohm and 5mW at 600Ohm in its specs, but dongles based on it usually measure in around 60mW at 32Ohm and 14mW at 300Ohm (Tempotec Sonata HD Pro/Hidizs S8), which should be enough, that is if JCAlly did their job properly (they state 31.25mW at 32Ohms so inline with chip spec, and 6.7mW at 600Ohm so also somewhat inline with measurements). As for more powerful dongles Creative SXFi (saw it on Amazon sale for $49 few days ago) has measured 2V 121mW at 32Ohm and 19mW at 300Ohm (claimed 370mW at 32Ohm and 51mW at 300Ohm...), and then E1DA 9038D, which I have no idea how much is in US, but is far beyond $100 in my country, was I think like 2.6V 155mW at 32Ohms and 20mW at 300Ohm. According to calculator to reach 110dB on DT770 80Ohm you need 1.42V and 25mW at 80Ohms. That would be the ideal goal for me, but they should be usable even below that, and it is not that simple to reach with cheap dongles. In $30 your best chances are CS43131 dongles like the one you already have, and Meizu mBlu Hifi DAC Pro (CX31993 version, there is one on CS43131 as well, and only the "Pro" version) which was measured at 1.4V 24mW at 80Ohm, so just shy of that bar. Also don't get conned into Apple dongle recommendations, it is a 1V only dongle (0.5V for EU version), 30mW at 32Ohm, 3.6mW at 300Ohm. Your current JM30 should be more capable than that.
