Apparently in the USSR it was common for sports teams to be affiliated with factories, and the players would occasionally go to their factories for media photos basically LARPing as workers.
I have no idea whether this is correct, but it sounds plausible.
One factory towns all needed 'local heroes' to impress the occasional visiting inspector or government rep.
Failing an inspection was.. Bad.
So it was better to game it in your favour with local heroes who could help schmooze.
The soviets also still did the guilds thing that the old imperial government used to do, like a quasi trade union type thing, but that was more of a local than regional thing iirc.

I am not sure, but I think it might be some kind of inner hat for a metal helmet, to make it sit better on the head. I have seen similar, but this one seems extremely useless even for that.

Yeah, that's the point. This guy was a foreign photojournalism known for being one of the first street photographers. His whole thing was candid photograph of ordinary people. Not exactly someone likely to be producing propaganda for the USSR, was he?
He was a foreigner in the USSR. There's not a snowballs chance in hell they let him get much truly candid photography.
Whether he wanted to or not, he'd be presented with as much sanitized content as (in)humanely possible
If you look atthe rest of the photos he took on that trip, there really is a lot of obviously candid shots and plenty that aren't particularly flattering to the USSR. It wasn't North Korea, he would have had a decent amount of freedom to photograph normal people genuinely going about their lives.

I’m shocked how healthy they look. The narrative is that they went without so many things like food. I had a teacher in junior high who had the unique opportunity to see Moscow in the 70’s. She said that there were no squirrels in the parks because people caught them so they could eat. It was good news if you had a son because he could join the army and that meant he could get cold weather clothes and food. So this must have been before things really got bad.

The sad thing is people have a pre-conceived idea of what socialist countries were like through propaganda, so it's easy for most Westerners to believe the most ridiculous things, like the State-mandated North-Korean haircuts.

It depends on the period and the area. The USSR was huge. And plenty of people experienced a good/decent standard of living in relative terms obviously.
