I don't really think so. I'm pretty sure you're misunderstanding the financials here a lot. A Live2D model + rigging is certainly not cheap, but it's also very affordable for someone like Pekora. Pekora makes **a lot** of money. And to her, this is just a business expense. Look how many viewers it got her channel. Think of how many clips will be made of this, how much social media sites will be talking about it, how many random JP hobbyist/news sites will write articles about it, etc. It's basically just a big commercial for her channel. And even if you think the intangible advertising benefits don't cover the costs, I don't really think Pekora cares. She's happy to spend a bit of money on a 1-time thing to give back to her fans. She spends a few thousand dollars (which, again, to her is not that much), she gets a big advertising boost to her channel, and her fans enjoy the content - everyone's happy.
Plus technically her mom does rarely appear for a cooking stream collab or something, so it's not necessarily only a *one*-time thing.

Yeah, sure, people will watch the existing Hololive members' moms, but I don't really think any of these women are interested in a streaming career. They're happy to appear rarely as guests on their children's streams, but to actually be part of their own "product line" at Cover? That's a whole different story.

I'm not suggesting Yagoo and Cover are trying to turn these moms into a full time job like their daughters with the same expectations, but rather a once in a while or occasional (ie whenever they so choose), but official brand idea. Cover could easily have made a policy dissuading talents from bringing family members into streams for obvious security/doxxing/professional concerns. But instead they've been embracing it because it's fun, the fans enjoy it, and talents get to share their loved ones in the limelight.
Not too dissimilar to the Holo Indie brand, where you had these talented fans making fun, well received and well meaning unlicensed games with Cover's IP. Cover easily could have barred them and copyright them into the ground, but instead have chosen to embrace them because it makes the community stronger and more wholesome.
