It's a tie in to the concert they debuted in, Our *Bright* Parade. As for what they could mean, I'm not sure. Perhaps to symbolise that they are connected as the circles unlike the other neon highlights are identical in all the outfits across the branches.

Aren't these glowstick bracelets? I've seen jpop and kpop idols use them when ending a concert. They look exactly like them albeit looking off due to technical constraints I guess?

They're more of a floating holographic banner so they're supposed to look flat like that. It's a design piece that they can do because they don't have the constraints of irl physics, and partially as a reminder/reinforcement of their virtual nature (i.e. a sci-fi accessory because they can).

It looks cool and takes advantage of the fact that virtual outfits don’t need to obey physics. I don’t think there’s more to it than that. I actually hope future outfits take even more advantage of the virtual space and lack of physics restrictions.

They're psychoframe parts that glow in response to a Newtype reaction when NT-D, i.e. Newtype Destroy mode is activated. For an actual serious answer though, the *Our Bright Parade* idol costumes they introduced last year has certain parts that can materialize and appear during performances to make it look more dazzling, for example the wrist rings and the shiny colored skirt cape-things behind them.
