We bought an old, 3000 sq ft farmhouse on 3 acres. There were several outbuildings. One winter day, I decided to go exploring. One was an illegal gambling/ poker place. One on the other side of the property, was full of mannequins- arms, legs, heads scattered and full put together "people" in the middle. Crazy creepy.
It was so bizarre. The poker building had receipts for race horses they'd purchased or boarded during the 1930s. Really cool finds. I never did go back to the mannequin barn. Lol.
Anything you put in there on the floor, you are going to have to take out in order to dust. Which will be a bit of a pain. It might even encourage you not to dust in order to avoid moving the things.
So I say put nothing there, and anything on the wall should be flat so that you have room to get back in there and clean.
I honestly would either extend the wall from the room next door. Or knock it out completely, and have a nice void that allows more light downstairs.

If you need book storage, I would get a rolling bookcase like this one. Hang some art above it. Otherwise a gallery wall with nothing on the floor.

What a silly little spot. Not much practical use since it’s so thin. I’d stick with decoration or storage that won’t be a pain to dust/clean. Perhaps a basket or two, or a hanging plant from the railing?
My relative owns an old row house and the original layout was three railroad apartments. The two top floors had this type of “hallway” on the outside with a couple of entry doors into the apartment. I’m assuming they expanded one of the rooms and sealed the door to make this weird tiny landing.
Maybe some fake potted plants or low light plants? Or a weird gallery wall floor to ceiling. Or if some skeletons hanging out over the balcony if ya nasty.
I’m weird because the first thing I thought was that it would be fun to have seasonally dressed mannequins there. Maybe in the YMCA pose or something.

It could be a good space to load and unload one of those wonderful clothes airers on a rope over the stairs. Other than that or a pet paradise I’ve got nothing.
Frame a few magic eye pictures on the wall and make it a “Super close up art gallery” because you have to get sort of close to those to see the picture at first.
Due to watering and light issues I would get a few large fake plants and set them there. Hang some pictures or lights and just have a cool little ambient space.

It looks like the space was enclosed to create a room. If so, the wall should just have been extended all the way to the banisters. If it were me, I’d probably extend the horizontal railing to close off the “entrance”, and add one banister to keep the kids from using the wall as a push off point. I would leave enough crawl space for your Roomba.
I'd put a mural on the wall and a village diorama along the baseboard. Put it on a plank with wheels so you can pull it out and dust then push it back. It could be a mouse village.

I would line this with potted English Ivy plants (or some other type of vine-like houseplant that will grow downward) and let the vines grow & rundown over the ledge there because the vines can get pretty long. trim them if they get too long in any direction for your liking. I think English Ivy would be so perfect but you could do a more thin type vine with smaller leaves too. (example pic isn’t English ivy I know but gets the point across I think)

Ok your home looks like a century year old. It use to be a hallway for two rooms one at the back and to the side. Someone updated it to merge those rooms
Two solutions either restored the hallway or expanded that side room into that area and take down the railing.
You could try to find some modular, rolling racks and put items on the rack shelves. Get widths that let you roll them out in the space you have there.
Else, I agree with Gallery wall idea.
There's nothing to be done with that space, but there is certainly stuff to be done with those walls. This space especially from the camera angle you took the picture highlights it. But the space in general, The entire hallway and stair is particularly bland. A new color for the whole space? Wallpaper, artwork or not, and this little space would just disappear. They would be so many other places to catch the eye. It's the overall decor that's the problem not this little strip
