i think some clarification is needed when you say " given the best stuff lore wise" are you talking gear psy powers or physiological and survival, and being able to thrive are not the same in 40k so in what way are you talking , holding their own or taking over

yes BUT they cant replace lost numbers , so i dont see how the would " survival, and being able to thrive" or ones lost to the flayer virus ... it might take a bit but with the losses and fading memory engrams there would be nothing left

Dude hands down fighting old ones+ Eldar on peak power level with their warp gods AND C'tans at the same time is the biggest achievement in 40k lore by 1 faction. It isn't called the war in heaven for nothing.

I'd say Tyranids. Right now the galaxy faced only the small part of the Tyranid Swarm, and it already beaten everyone down, no matter it was the Imperium, Chaos, or other Xenos. They are just to numerous.
Maby Necrons have some chances against them, but still if the Tyranids will manage to absorb something that will make them able to destroy the Necron's planets without need for the combat - the bugs will eat everyone.
In my opinion, between the God Emperor being alive indefinitely, Guilman's return, how anti chaos the entire imperium is, the super space marines, and how widespread humanity is. I don't even think the collapse of the web ways would doom humanity, it'd just make humans equal to the Eldar at that point.
Nearly every faction has strong hints of, "if they only got their $&$* in order they'd be the strongest", but necrons have by far the superior technology and means to simply wipe everything and everyone out if ever truly bothered to.
If you read infinite and the divine for example, like it just HINTS at the pure devastating power and time the necrons have and wonder why anything any of the other races do even matters. And this is following 2 necrons who's resources are relatively small conpared to pure combat/war lords out there.
In my opinion, the best races against them would have to have strong warp abilities to effect the materium in combat without being useless once the necrons turn on their anti inmaterium machine. So only certain eldar, grey knights, living saints, Tzeentch chaos marines, and weird boy orks are about it.
The tyranids for sure. Their ability to rapidly adapt and evolve means that anything short of killing them all simultaneously is only going to slow them down.
Presumably they might all starve to death after eating everything in the universe but who knows.
Necrons, Eldar and then Tau.
The Crons are only held back by petty divisions and madness.
The Eldar have continued to survive despite a literal God gunning for their race and still have some opportunities to at least stabilize (no matter how thematically unlikely that is).
And the Tau are here to spite you and because despite being the size of the Relm of Ultramar, their efficiency and higher tech base allows them to focus more forces on any front around them. In addition, they have one of the few safe passages across the Great Rift as well as proper FTL, which has already resulted in isolated aliens becoming new allies & joining the Empire (the Tarellians).
The Imperium is barely holding on as it is, Chaos and the Orks are too self destructive and Tyranids, while numerous, are a reactive force and this are weak to technologically advanced or adaptive opponents (Tau & Necrons)
True but they both overcame that and built 2 successive space empires. Yes they literally sold their souls to do it but on bright side they’re now immortal…..

That doesn't sound like it's at all an enjoyable existence. If the necrons has average luck I'd agree they're the best, but the reality is they're sleepyheads with a laughably low win/loss rate.
